Myat Thu Zar, also known by her Chinese name Mia, is from Myanmar and studied at the School of Law of Zhejiang Gongshang University, where she pursued a master’s degree in International Law. During her studies, she focused on human rights law, and her master’s thesis examined the rights to life and health. This academic experience strengthened her commitment to ensuring that legal frameworks effectively protect fundamental rights in practice.

She currently serves as a legal officer at the Road Department under Myanmar’s Ministry of Construction, where she is responsible for legal review, contract management, and compliance supervision for major foreign-invested infrastructure projects. She has played a key role in several Myanmar-China highway projects, including a major road upgrading project undertaken by China Harbour Engineering Company (CHEC). In that project, she led the localization of contract clauses, designed risk prevention mechanisms, and facilitated cross-border legal coordination, helping ensure smooth project implementation. Beyond her government work, she actively participates in legal education by teaching legal courses for engineers, helping technical professionals understand the legal dimensions of infrastructure development, from contractual obligations and regulatory compliance to the protection of community rights. Her work reflects a distinctive combination of legal expertise, public service, education, and a firm commitment to fundamental human rights.
