关于给予国际生ZIOUANI **通报批评的决定
我校国际教育学院2026年春季汉语进修生ZIOUANI **，于2026年4月11日在骑行电动自行车过程中，因超车时妨碍被超越的车辆行驶，与另一自行车发生碰撞，造成交通事故。经杭州市公安局交通管理支队西湖大队认定，该生负事故全部责任。另外，该生还因驾驶无牌电动自行车的违法行为被处以罚款的处罚。
根据《浙江工商大学校园电动自行车管理办法（试行）》以及《浙江工商大学学生违纪处分规定》相关规定，为严肃校纪、强化警示教育，经学院研究决定，给予该生通报批评。
全体学生须引以为戒，严格遵守《中华人民共和国道路交通安全法》及学校电动自行车管理相关规定，切实履行安全责任。各学院应进一步加强安全教育，杜绝此类事件再次发生。

Decision on Issuing a Notice of Criticism to International Student ZIOUANI **
ZIOUANI **, a Chinese language program student enrolled in the Spring Semester of 2026 at theCollege of International Education of Zhejiang Gongshang University, was involved in a traffic accident on April 11, 2026. While riding an electric bicycle, the student obstructed another vehicle during overtaking, resulting in a collision with another cyclist. According to the determination made by the Xihu Brigade of the Hangzhou Public Security Bureau Traffic Police Detachment, the student bears full responsibility for the accident. In addition, the student was also fined for the illegal act of riding an unlicensed electric bicycle.
In accordance with the Administrative Measures for Electric Bicycles on Campus (Trial) and the Regulations on Disciplinary Measures for International Students of Zhejiang Gongshang University, and in order to uphold campus discipline and strengthen warning education, the College has decided to issue a formal notice of criticism to the student.
All students are required to take this case as a warning, strictly abide by the Law of the People's Republic of China on Road Traffic Safety and the university’s relevant regulations on electric bicycle management, and conscientiously fulfill their responsibilities for safe conduct. All schools and departments are requested to further strengthen safety education and prevent similar incidents from recurring.
