关于给予国际生JBALI **通报批评的决定
我校国际教育学院2026年春季汉语进修生JBALI **，于2026年5月5日驾驶无号牌电动自行车时，存在违反规定载人、未在非机动车道内行驶、互相追逐等行为，并与同向行驶的电动自行车发生碰撞，造成车辆受损、人员受伤的交通事故。经杭州市公安局交通管理支队钱塘大队认定，该生负事故同等责任。
该生上述行为违反了道路交通安全相关规定和学校电动自行车管理要求，造成不良影响。根据《浙江工商大学校园电动自行车管理办法（试行）》以及《浙江工商大学学生违纪处分规定》相关规定，为严肃校纪、强化警示教育，经学院研究决定，给予该生通报批评。
全体学生须引以为戒，严格遵守《中华人民共和国道路交通安全法》及学校电动自行车管理相关规定，切实履行安全责任。各学院应进一步加强安全教育，防止此类事件再次发生。

Decision on Issuing a Notice of Criticism to International Student
JBALI **
JBALI **, a spring 2026 Chinese language student of the College of International Education, Zhejiang Gongshang University, was involved in a traffic accident on May 5, 2026 while riding an unregistered electric bicycle. The student violated relevant regulations by carrying a passenger, failing to ride in the non-motor vehicle lane, and chasing another rider. The student collided with an electric bicycle traveling in the same direction, resulting in vehicle damage and personal injuries. According to the accident determination issued by the Qiantang Brigade of the Traffic Management Detachment of the Hangzhou Public Security Bureau, the student bears equal responsibility for the accident.
The above conduct violated relevant road traffic safety regulations and the university’s requirements for the management of electric bicycles, and caused adverse effects. In accordance with the Zhejiang Gongshang University Campus Electric Bicycle Administrative Measures(Trial) and the Regulations on Disciplinary Measures for International Students of Zhejiang Gongshang University, and for the purpose of maintaining university discipline and strengthening warning education, the College has decided, after deliberation, to issue a publiccriticismto the student.
All students should take this case as a warning, strictly abide by the Road Traffic Safety Law of the People’s Republic of China and the university’s relevant regulations on electric bicycle management, and conscientiously fulfill their safety responsibilities. All schools should further strengthen safety education and prevent similar incidents from happening again.
